This position provides leadership, management, and operational oversight of college grants from award to close-out, to include federal, state, local, and private awards that support college programs and activities.
Ensures that grant awards are used in accordance with government, program, and college regulations and requirements.
The incumbent is expected to utilize a high level of organizational, communication, and critical thinking skills, in addition to independent judgment in making decisions within the realm of their responsibilities.
Serves as the leadership in grant compliance to Program Directors, administrators, and support staff in all areas of interpretation, performance, and fiscal responsibility as they relate to grants, as well as liaison to the grantor/agency officer as warranted.
This unique position may carry a partial teaching load for customized training or other curriculum determined by the Chief Academic Officer and the Dean of Career Advancement.
The position is housed at the Blue Ridge CTC Technology Center and the Morgan County Center, but may report to all campuses to meet the needs of the position.
This position may include managing a virtual office as needed.
The purpose of the position is to support the administration, compliance and implementation of grants and to monitor those grants.
This position will support the management of critical, complex, time-sensitive grant project deliverables on time and within budget.
EXAMPLE OF DUTIES
Provides leadership in conducting post award services until grant close-out while maintaining a thorough understanding of a wide variety of grants, agencies, and government guidance documents in compliance with federal, state, and funding agency guidelines.
Provides pertinent information to Grant Project Managers, program staff, and administrators on regulations, policies, and processes of both the grantor and the college.
Sets up a comprehensive implementation plan for awarded grants to the college to ensure implementation of promised activities and to meet program outcomes.
Leads the college in Grants Compliance review and site visits by external agencies.
Analyzes and maintains comprehensive information and guidance manual for program director of each new grant award and facilitate a grant kick-off meeting.
Schedules, plans, facilitates, and attends grant program and administrative meetings.
Participates in informative/directive webinars and conference calls.
Collaborates and assists the Grant Program Directors, College Administrators, Business Office, and other staff throughout the grant to ensure legal and ethical grant implementation as well as ongoing grant related program, financial, and administrative functions.
Coordinates and assists program staff to ensure the timeliness, content, and professional quality of hard copy, electronic, and/or online grant reporting.
Assists in monitoring the timely expenditure of funds and address discrepancies and concerns with grant Program Director and Administrator.
Maintains close communications with the College Business Office to support their grant financial accounting, reporting, and audit functions.
Evaluates and performs necessary budget tracking and procurement inquiries in database operating system.
Establishes spreadsheets for the purposes of organizing data and for budget tracking.
Maintains budget and performance tracking tools for use by grant Program Directors and staff.
Documents policies and procedures related to specific grant awards.
Develops grant compliance handbooks for overall grant operations.
Assist Grant Managers with individual handbooks and documents to meet grant compliance.
Reviews grant record keeping to be in compliance with federal CFR200 requirements and individual grant record keeping compliance.
Assists the Grant Administrator with quarterly and annual reporting narratives.
Manages record keeping such as time and effort reporting.
Troubleshoots and assists in resolving grant issues/problems and offers alternative solutions to address concerns.
Identifies areas for improvement and enhancement in grants management and provides training.
Instruct courses as assigned and approved by the Chief Academic Officer and Dean of Career Advancement Education.
Represent Blue Ridge CTC at community and college functions and meetings as assigned.
Participates in Strategic Planning for the School of Workforce and Engineering and individual strategic planning with the Dean of Career Advancement.
Attend professional development and training as mutually agreed upon for professional development.
Performs any other duties to drive the College’s Vision, fulfill the College’s Mission, and abide by the College’s Values.
