SUMMARY OF POSITION
We are seeking an experienced and driven Environmental Compliance Officer for our growing site team in Hagerstown, MD.
The Environmental Compliance Officer will directly report to the Environmental Compliance Manager and is mainly responsible for inspecting construction job sites while maintaining compliance with Federal, State and Local environmental regulations.
The Compliance Officer helps maintain protection of our natural resources, compliance with environmental permits, and programs associated with construction activities.
This position would primarily serve projects local to western Maryland, West Virginia, and Virginia.
A successful candidate should possess a degree in environmental type studies, applicable related field experience, and 5 years field experience in excavation/construction.
Exhibit knowledge of Erosion and Sedimentation Control, Best Management Practices (BMP’s) and stormwater management practices.
Demonstrate a willingness to learn and understand environmental state permitting programs within our operating area.

TYPICAL RESPONSIBILITIES / ESSENTIAL FUNCTIONS
Conduct site inspections: Involves physically walking construction sites to observe stormwater BMP’s and implementation of approved Erosion and Sedimentation Control plans and permit requirements
Perform site inspections with the same accuracy as the governing environmental agency associated with the project
Understand applicable laws and standards of local and state environmental permitting programs
Complete and organize all written reports documenting observations and action items needed at each project
Communicate observations with project personnel to expedite a response plan for needs or concerns
Must stay current with changes to State NPDES, Waterways and Wetlands, and state General Permit (GP) programs to properly educate field operations
Effectively and respectfully communicate, encourage, and educate environmental needs with Kinsley personnel
Attend pre-construction meetings and field inspections with Governing agencies and authorities
Assist with minor maintenance and repair items during routine inspections as required
Assist Site Superintendents with BMP information and installation of E&S controls
Assist Kinsley operatives with seeking permission or changes to approve project site plans
Identify and implement ideas to help projects run more efficiently
Assist field operations with plan reviews, technical support, and communications with environmental authorities
Perform other duties and responsibilities as required
REQUIREMENTS
Bachelor’s degree in Environmental Management or related degree is desired
Minimum of 5 years field experience in excavation is required
Sense of honor and respect for the environment and a desire to protect and maintain its gifts to humanity
Knowledge of Federal, State and Local environmental laws
Strong communication and organizational skills
Must be honest, responsible, detailed-orientated and self-motivated
Ability to work as a team player, flexible, and able to work in a fast paced and changing environment
Ability to work and respect Federal, State and Local authorities and their personnel
Must be familiar with the construction industry
