*JOB TITLE: Park Playground Inspector & Equipment Operator GRADE: 9* *DEPARTMENT: Buildings, Grounds and Facilities FLSA STATUS: Non-Exempt* *REPORTS TO: Grounds and Facilities Supervisor of Operations* *GENERAL DEFINITION OF WORK:* Performs difficult skilled and administrative work; inspecting, replacing, servicing, repairing and maintaining county playgrounds, playground equipment, and surfacing.
Operates heavy construction equipment to carry out assigned projects.
Limited supervision may be exercised over subordinate crew members.
Direction is provided by the Deputy Director of Public Works Buildings Grounds and Facilities and the Supervisor of Operations.
Work includes, performing duties related to playground equipment safety and inspection, and providing related technical information and assistance to supervisors.
Ensures compliance with Consumer Product Safety Commission (CPSC), American with Disabilities Act (ADA) and ASTM guidelines governing installation and use of playground areas; ensures related maintenance of records and maintains a safety and inspection program; ensures compliance with any additional guidelines and appropriate regulations; does related repair and installation work as required.
Reports to the Grounds & Facilities Field Operations Supervisor.
*ESSENTIAL FUNCTIONS/TYPICAL TASKS:* (These are intended only as illustrations of the various types of work performed.

) Oversees the playground safety program which includes but is not limited to: * Perform or oversee monthly safety inspections at each playground * Conduct routine safety inspections of each county playground * Maintain record keeping related to playground equipment and maintenance, including pesticides related to playground maintenance.
* Ensure proper playground signage at all county playgrounds * Repairs, replaces, inspects and performs other necessary actions to keep playground equipment in compliance with ASTM, CPSC and ADA regulations and manufacturers specifications.
Coordinates the work of others in accomplishing these tasks.
* Maintains a current file for each playground including inspection and manufacturer’s information, and inventory and condition of playground equipment and surfacing.
* Orders replacement parts, supplies and materials for routine repair and maintenance.
Stock work vehicle with tools and materials to allow for immediate repairs.
* Coordinate inspections and repairs for fire extinguishers, bleachers and first aid kits throughout the park system.
* Inventory and distribute all safety equipment for Buildings, Grounds and Facilities staff.
* Operates trucks, backhoes, loaders, tractors, heavy construction and power equipment such as tillers and other large and small tools and equipment as needed on park projects.
* Serves in the role of project leader, when necessary * Responds to citizen inquiries and provides information on playground practices and methods * Performs additional landscaping duties such as grading, aerating, slit seeding, top dressing, laying sod, fertilizing and applying herbicides.
* Inspects parks for broken equipment and vandalism and makes necessary repairs * Assists with snow removal and ice control * Performs related tasks as required *KNOWLEDGE, SKILLS AND ABILITIES:* * Extensive knowledge in the practical application of Consumer Product Safety Commission and ASTM guidelines and American Disabilities Act regulations as they apply to playground safety; general knowledge of the tools, material, principles and practices and materials equipment used in Playground Safety Programs.
* General knowledge and ability to read blueprints or schematics; ability to estimate volumes and quantities * Ability to operate a range of heavy equipment and be semi-skilled in the use of small tools and equipment to complete various parks projects.
* Ability to keep records and carry out detailed instructions * Ability to perform demanding physical work for continued periods; skill in operation of tools and equipment related implementation of the safety program.
*EDUCATION AND EXPERIENCE:* * High school diploma (or equivalent) * Minimum of five (5) years’ experience in facility and building maintenance and/or construction * Minimum of two (2) years’ experience in the operation of heavy construction equipment/vehicles *PHYSICAL REQUIREMENTS:* This is work requiring the exertion of 100 pounds of force occasionally and up to 50 pounds of force frequently to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information in normal spoken word levels; visual acuity is required for depth perception, color perception, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils requiring the use of appropriate protective equipment.
Works with paints and herbicides classified as hazardous materials on a routine basis; applies regulated herbicides.
Working with and around loud power equipment on a regular basis.
The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
*SPECIAL REQUIREMENTS:* * A valid Class “B” Commercial Driver’s License for air brake equipped vehicles with trailer endorsement.
* Applicants who do not have a valid Class “B” Commercial Driver’s License at the time of hire: * Must obtain Class “B” learners permit within 90 calendar days from date of hire.
* Must obtain and maintain a valid Class “B” Commercial License within the first 9 months from date of hire.
* Possession of valid Playground Safety Inspection License or ability to obtain within 6 months from date of hire.
* Possession of Maryland Pesticide Application Registered Public Agency Employee Card-Category 3-C or ability to obtain within 6 months from date of hire.
* If hired without the above Licensure the starting grade would be a Grade 8 until the requirements are met.
